3、投標人資格要求
投標人應具備的資格或業(yè)績：1)投標人必須是從事空管自動化系統(tǒng)生產與銷售的制造商。 2)本項目不允許聯合體投標。 3)投標人名稱應與招標代理機構的購標登記表上的名稱一致。如不一致，其投標文件將予以拒絕接受。 4)投標人所投標的空中交通管制自動化系統(tǒng)須具有中國民用航空局頒發(fā)的“民用航空空中交通通信導航監(jiān)視設備使用許可證”。 5)投標人提供的空管自動化系統(tǒng)需在我國民航空管系統(tǒng)具有20(含)套管制席位(不含塔臺席位)以上的空管自動化系統(tǒng)的運行成功案例(提供由地區(qū)空管局一級單位出具的用戶使用情況證明以及相關合同復印件，如提供虛假業(yè)績作無效投標處理)。 6)投標人必須是投標系統(tǒng)的知識產權擁有者。

3.Qualification Requirements For Bidder
Qualifications or Performance：1) The bidder must be a manufacturer engaged in the production and sales of ATC automation systems. 2) This project does not allow consortium bids. 3) The bidder's name should be the same as the name on the bid purchase registration form of the bid invitation agency. If not, its bid documents will be rejected. 4) The air traffic control automation system tendered by the bidder shall have the "Civil Aviation Air Traffic Communication Navigation and Monitoring Equipment Use Permit" issued by the Civil Aviation Administration of China. 5) The ATC automation system provided by the Bidder shall have a success case of an ATC automation system with a casing seat (excluding seats for towers) of 20 (inclusive) in our Civil Aviation Administration system (provided by the Regional Air Traffic Management Bureau User proof of use issued by the unit and copies of related contracts, such as providing false results for invalid bids). 6) The bidder must be the intellectual property owner of the bidding system.
